The relevant notices are as follows:

1. Rare earths and tungsten are products subject to strict production volume control management. Any unit or individual must not fail to plan And ultra-planned production. All indicators issued this time include the batch indicators that have been issued.

2. The competent departments of natural resources in each districted city will decompose and issue total control indicators for rare earth tungsten ore mining to relevant enterprises before September 30, and report the decomposed and assigned status to the Provincial Department of Natural Resources before October 15.

3. In order to rationally utilize the total amount of rare earth mines and tungsten ore mining indicators, relevant enterprises may adjust and use them within the company without breaking the total amount of tungsten mines and rare earth mine mining indicators assigned to them.

4. In order to improve the utilization rate of the indicators, if the actual mining volume of tungsten and rare earth mines in 2020 does not reach 90% of the assigned target, the 2021 target will be issued according to 90% of the 2020 target.

5. Relevant enterprises shall organize production in strict accordance with the indicators and abide by relevant laws and regulations on environmental protection and resource development; the competent departments of natural resources and industry and information technology of various districted cities shall strictly follow the "General Office of the People's Government of Jiangxi Province on Further Strengthening the Management of Rare Earth Production and Operation" "Notice" (Gan Fu Ting Zi [2017] No. 112), and "Notice on Continuously Strengthening the Order and Rectification of the Rare Earth Industry" (Gangong Xin Non-colored Zi [2019] No. 366) require that they supervise and guide enterprises to carry out production.

6. Each rare earth enterprise shall report the previous month's data and production status to the local municipal industry and information authority before the 10th of each month (holidays are postponed) according to the territorial principle, and shall not falsely report, conceal the report, or change the reported data at will. China Southern Rare Earth Group must report relevant information in a timely manner as required by the Ministry of Industry and Information Technology.

7. The competent departments of natural resources of each districted city shall supervise and urge mining enterprises to establish a liaison system, designate special personnel to be responsible for statistical reports and other tasks, strengthen information communication, and ensure that mining enterprises report the production of rare earth and tungsten ore in the previous month by the 2nd of each month , Sales volume, sales target, etc. All cities, counties (districts) in charge of natural resources must earnestly implement the rare earth monthly report and tungsten ore quarterly report system, and carry out direct online reporting in a timely, accurate, and standardized manner.
